Request for Qualifications for Master Site Planning for Redevelopment
Horizon Development Properties, Inc. (hereinafter referred to as “HDP”) is seeking multidisciplinary teams of consultants with demonstrated experience in mixed-use and site redevelopment to submit a response to this request for Statements of Qualifications for master site planning services. HDP is seeking aligned partners that bring creativity, energy and a relentless pursuit of excellence in a team environment. The selected Master Planning firms must understand the principles of creative place-making and are expected to plan and design to the highest and best use of the sites. Highest consideration will be given to those firms that demonstrate an understanding of HDP’s mission. This solicitation is being issued in accordance with HUD Regulations 24 CFR 85.36.
Electronic RFQ Bid Notification
Vendors who are interested in responding to this RFQ must register with www.demandstar.com for the agency Charlotte Housing Authority in Mecklenburg County, North Carolina to receive this RFQ and to receive any updates, notifications and bid modifications associated with this RFQ. All modifications to this RFQ will be posted on Demand Star and will not be emailed or sent via mail. This will be a totally electronic RFQ and will only be available on www.demandstar.com.
Qualifications based responses shall be due no later than 5:00 p.m. E.S.T., November 18, 2013. No submittals will be accepted after this deadline. Submittals must be sealed and will be received at the following address: Housing Authority of the City of Charlotte, N.C., Procurement Department, 400 East Boulevard, Charlotte, N.C. 28203.
Project Number 1: Construct Clinic Addition – Track 3 Clinic Build
Columbia, South Carolina
Description: ARCHITECT-ENGINEERING (A/E) DESIGN SERVICES. The WBJ Dorm VA Medical Center, Columbia, SC, is seeking qualified A/E firms to furnish professional services for four (4) projects. The VAMC intends to award four separate projects. Respond to each project on a separate SF 330.
Each project is 100% set aside for SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS concerns. The NAICS code for these projects is 541310, and the small business size standard is $4.5 Million.
Project # 1 - Construct Clinic Addition - Track 3 Clinic Build. This purpose of this minor construction project is to design and construct a new clinical addition at the Columbia, SC VAMC. The project will construct a building that will increase the standard of care for our Veteran population.
The intent of this project is to design and construct a new clinical building to reduce current space constraints for Primary Care and Specialty Medicine. Location of the facility shall be recommended by the A/E service. It is anticipated the new construction will result in the addition of 25,000 GSF to the Columbia, SC VAMC campus. The A/E service will be responsible for determining a space layout and arrangement. The VA anticipated location is east of Building 106. The magnitude of the construction project is between $5,000,000 and $10,000,000. Value engineering is encouraged and shall be noted at each design review. The project will include but is not limited to new construction of a 25,000 GSF clinical addition, HVAC and other utility work, interior finishes, utility coordination and site work. Design and construction shall adhere to all applicable VA standards and specifications. Construction may be phased to minimize disruptions to the operations of the Medical Center.
The Certification & Accreditation requirements do not apply, and that a Security Accreditation Package is not required.

The area for consideration for this acquisition is restricted to A/E firms with an operating office located within a 150 mile radius of the WBJ Dorn VAMC, Columbia, SC.
Firms shall submit proposals not later than 3:30 PM EST Wednesday, November 20, 2013.
